DRAFT BILL APPROVED. The Mayor v Mr. J. I'. Luke), Messrs. J. W. M'tiwan, H. Baldwin, and ))al* weie present at a meeting of -he -tiiivt Koacl Board yesterday afternoon. Ine chief business of' the meeting was tho draft Bill, which is to be submitted to Parliament at is early a date as possible. This Bill, which was approved after some slight amendments were made, deals with the power of the bfj-ra to raise « loan for the construction oj a central concrete track to oo made on tho road between Wellington and Petonc, and also proposed that powers be given to the board io impose annual license fees on -all owners of lnechanic&ily-pro-pelled cars using tho track (which charges are outlined), the same to be used for the maintenance of the tracK. The by-laws were also before the meeting,' but these cannot be approved untn the Bill has become law. As it is too late lor the Bill to bo Toade a private one, the Government will probably be asked to introduce it as ono essential to tho maintenance of an important highway largely used by Government vehicles, and for the protection ot the boroughs 'that arc responsible lor its upkeep.
