The advances to bo limited to the sum of .£250. Provision to be mado for a sound investigation into all cases, ond duo protection afforded to the State' against advances being made to applicants who, either on account of tlieii unsuitability for the Business proposed or from other causes, cannot, upon reasonable grounds, expect to succeed. That for the purpose of determining advances to applicants a board comprising business men bo set up."
