The enemy's pressure is etill being maintained on tho Carpathian front, and tho action of two disaffected regiments in voluntarily retiring has compelled the Russians to give further ground in the region of the Bystritza. An interesting statement by General Korniloff is given, in an interview accorded to Jlr. Wilton, the British correspondent with the Russian Armies. Korniloff thinks that tho Germans havo decided to transfer 'their main offensive energies to the Eastern front, hut he bravely faces tho situation nnd the certainty of year of war. Mr. Wilton also tells an amazing story of tho pernicious influence of the Soldiers' Committees behind tho lines. Tho licence allowed these- irresponsible bodies is almost past belief. Internally, tho situation in Russia continues to improve. In the West, the lull on tho British front continues. 'Attacks by tho Germans on tho French lino in 'the Verdun region achieved no permanent results. An official dispatch from East Africa states that severo fighting has occurred; with losses on both sides. Germany has arranged with Spain to give safe conduct to tho Allies' hospital ships, subject to a condition of guarantee by Spanish officers detailed for inspection that only sick and wounded are being carried.
