INCIDENT IN DUTCH WATERS
BIUTrSJI SUBMARINE'S ATTACK ON GERMAN SHIPS. London, July 31. An official report from The Hague states Unit a British submarine shelled the German steamers Balavior II and Zoloeuw oil' Toxcl, outsido territorial waters. The vessels (led into Dutch waters, and the German crows abandoned them, whereupon tlio submarino onteTed Dutch waters and placed aciw aboard llio Balavior JI, which navigated the Zeleouw into the open .ski. When a .Dutch torpedo boat arrived, the current had driven tlio vessels into Dutch waters again.
