POINTED QUESTIONS IN HOUSE OF COMMONS WHY MR. HENDERSON ? London, July 30. A question in, ik'A House of Commons elicited the announcement that Mr. Arthur Henderson, Mr. G. J". Wardle, and Mr. Ramsay Maodonald have gone to Paris to disoiies the situation with representatives of the French and Russian Labour Parties. Mr. Bonar Law stated that Mr. Henderson went in liis capacity as secretary of tlie Labour Party. The arrangements vrero settled without the knowledge of the Government. Asked why the Government had. not interfered, Mr. Bonar Law eaid the only way to interfere would lave been to refuse- passports, Which the Government did not do.—Reuiter. RUSSIAN REPRESENTATIVES. The general impression is that tho differences dividing the Rusdane from tho French are less than had been expected. Tho delegates insist that they will never asBent to a separate peace. Ihe bttrayal of the Alliance would moan the death of tlie Russian democracy's aspirations. They realise tliat ton French' departments are still invaded, Serbia, Belgium, Rumania, and Poland are groaning under tlie enemy's heel. They say that the people of France exnggorate the Maximalists' influence in Russia. The retreat does not mean a defoat. It is due to the fluctuations of war.
