SECOND DIVISION LEAGUE
CONSTITUTION DRAFTED.
The committee of the Wellington Second Division League held its weekly meeting last evening. Various. matters arising out of the recent Dominion Conference were dealt with. A hrartv Tote of thanks ivns accorded to Mr. 1. AiWilford, M.P., for his assistance in connection with the league's representations to Parliament. The secretary vas instructed to write to Hie Hon. the Sveaker of "the House, expressing the tliaivks ot the league for the facilities afforded to), addressing the members of Parliiim pnt. It was decided to write to the Sp ?cii<L Committee set up by the meeting- ot M.IVs, asking them to ascertain wWsteps had been taken to provide for tilt, early medical examination ot Class A. oi the Second Division. The report of the Special Committee, set up by conference to draft a national constitution was received as tollows:-Name.-The National Federation of New Zealand Second Division Leagues. Headquarters—The headquarters ottho federation shall be in the city of Wellington, or as may bo directed i y the annual conference. Obiects.-(a) To assist the Government to bring the .war to a victorious conclusion and to secure by constitutional, methods Hie conservation of the general, welfare of nil soldiers and Uieir dopemlants in New Zealand, (b) The above objects being wholly national, the league, shall be strictly non-party. finance.—The affiliation fee fr-r cauli league shall lie .£1 if comprisiug overone hundred members, and if l'.ss than, one hundred members 10s. Committee.—The Consultative Committee with the officers of the federation, shall have power to appoint from its. own members or members of the federated leagues such special or imb-rommit-tees as may be found necessary or expedient from time to time, and to grant such special sub-committes temporary authority for the carrying out < i specinc work. . ... Executive and Emergency Advisory Committee—The executive shall be the president, the two vice-presidents, .and the hon. treasurer. The vice-presidents to appoint as permanent substitutes members of the Wellington league, who shall act for them in their absence. Kecoinmeiidations.-That all leagues, ! sub-leagues, and branches; ■.•uimediately co-operate to organise on a. provincial basis. The special committee recommends that leagues accept the tolloivintj as officers for the first year president, Mr. B. A. Armstrong, WelliiKton; vicepresidents: South Islnnd. MX- "W. K.
