RUSSIAN ADMIRAL WITH THE STARS AND STRIPES
GIVEN A HIGH COMMAND. London, July 24. "The Times" correspondent at Odessa states that Vice-Admirnl A. V. Koltchak has accepted a high, command in the American fleet.—"The Times." fit was reported last month that ViceAdmiral Koltchak was to be replaced in command of the Black Sea Fleet by Admiral Dukin, as the result of a lively agitation at Sebastopol, where meetings of sailors indicated that Koltchak was a supporter of the old. regime. ViceAdmiral A. V. Koltchak was appointed to the command of the Black Sea Fleet towards the end of last year. He is only 43. That is extraordinarily young for an admiral (says an. exchange); even Sir David Beatty, who is. the second youngest British admiral, is 54. In April of last year he was promoted to rear-admiral and confirmed in a high in. dependent command in the Baltic. Onlytwo months later ho was made vice-ad-miral, and appointed to the Black Sea command.]
