The opponents of the Imperial German Chancellor (Herr von Jiethmann-Holl-weg), representing all the bourgeois (middle-class).elements have set to work to form a great "bloc" against the •Junkers (the Prussian War Party). It now includes the Socialists, Liberals, National Liberals, and Centre Party (Catholics), though a section <f the National Liberals is understood still to desire annexations. As the result of the"bloc" Hollweg is.without effective political support, and few newspapers are assisting him. The general opinion in Germany-is that Hollweg must go. Prince von BuW is named as a possible sue. eessor; others suggested are the Bavarian Count Hertling and Count Roldehn. Tho Kaiser, however, may prefer von Hindenburg as Chancellor, particularly as Ludendorff is Germany's real military genius. The Conserative Junkers continue to ridicule the idea of introducing political reforms while all the energies of the nation must be directed towards establishing the hegemony of the Prussian sword in Europe.

It is understood that the Kaiser has not yot abandoned hope of saving Herr von Bcthmann-Hollweg, trusting to be able to contend against the bloc. Peace proposals and internal reforms will be discussed in the Reichstag today, when the' Chancellor will again speak. Herr Erzberger, who represents the South German coalition, will voice an agreement made between Austria, Bavaria, and Wurtemberg.
