CUBA'S ENTRY INTO THE "TOAR. In the text of the Act of the Cuban Parliameut embodying tlie Cuban declaration of war uiion Germany, together with, the part of the preamble which was unanimously passed by both Houses, it is noteworthy that the preamble bases Cuban action upon "the historic ties and gratitude which bind us to tho great Republic of the United States." . This passage of the preamble- runs :— The United States of America declared tho existence of <a state of war between it and the Imperial German Government on the (ith hist. This fact presents the exact and duo opportunity for settling our situation, since we are impelled by the historic ties and gratitude which bind us to tho great Republic of the United States to take the field, where that Republic is going to fight for the freedom of commerce, tho respect due to neutrals, the right to use the high seas, and international justice. The text, of tho Act is as follows:— Avticlo I.—As from this date a state of war is hereby formally declared to exist between tlio Cuban Government and tho Imperial Gorman Government, and tho President of the Cuban Republic is authorised and directed hereby to use all Iho nation's forces and resources of our Government to make war upon tho Imperial Government of Germany, in order to safeguard our territory, provide for our security, uphold our rights, prevent any acts which may bo dono to our injury, and to defend tho freedom of commerce, iho right;: of ■ neutrals, tho navigation of tlio hijli seas, and international justice. Artir.lu 2.—Authorisation is hereby given to tho President of thn Republic To dispose of the sea ami land forces now existing, reorganising them, or establishing; w.v forces, and to ninlce such disposition of the economic resources of the country a.i may be required. Article .1.-* The measures which the President of the Republic shall adopt in fulfilment hereof shall be reported to' Congress. THE PANAMA PROCLAMATION. The text of tho proclamation issued by tho President of tlio Republic of Panama on April 7 .is as follows:— I. tho President of tho Republic of Panama, declare that tho country of Panama will pivo its emphatic support to Iho United Stal,es of America, against tho enemies who may execute or endeavour to execute acts of a hostile nature against Panama territory or against the Panama Canal, or which in any way may affect or lend to .affect tho interests in common of the two nations. The Govornnient of Panama- will adopt measures adequate) to these purposes as may bo demanded by circumstances, and coi'miders. it a patriotic duty for all citizens of Panama to facilitate all operations of a military nature which the United States Force's •may havo need to undertake in our country, and which, are designed to defend the common interests and rights of the two countries. It is the duty of resident or transient foreigners to submit themselves to this declaration, under the conditions which the- laws of this country and international law establish.
