AN OBSOLETE BY-LAW

A deputation rcpresculinjr t>l o carrying and forwarding trades of Wellington wailed on the liy-laws Committee of the City Council. llr. Christie, who acted as spokesman, wiid that tho by-laws relative ti> carrying liad been in cxistciico for 25 .vt'iirs. .It was ridiculous to coinjKirn the uorkin;* conditions ami expenses of today with those obtaining twenty-live years iiK<>. Not ouly had wages to employees increased SO per. cent., and Lours been reduced, but the cost of feed nnd maintenaiico hud risen tremendously, and was still on tlio upward grade. In Christchurch, the City Council had an arrangement whereby private contracts could bo carried out -without referenceto the by-laws. Mr. W. H. MacFarlane said that ho was thero to look atfer the interests of the small private individuals doing carrying business in the city. At the present time, if tho small carrier made a private contract to carry certain goods from one part of tho- city to the other, and ft price of 30s. were mutually agreed on, the hirer was not bound to keep to the contract. Councillor W. IT. P. Barlwr (chairman of tho committee) said that ho was very pleased to get this opportunity of having the matter clearly explained,'but as Mr. J. Doyle (the City Inspector) was absent in Australia, he thought it advisable to wait his "return", and get his advice before proceeding further in the matter.
