HEATED DEBATE ON COUNTRY'S WAR AIMS AN AUDIENCE WITH THE KAISER (Bee. July 0, 6.45 p.m.) Berne, July i. An acute crisis has developed in Oormauy. The Keiehstag Committee, in secret sessions, heatedly .. debated tho nation's war aims all day on Saturday, the iiuti-aimex'tiouidts and tho panGernians demanding tho Government's adherence to rival policies. Subsetyieu'tly tlie Kaiser gave an audience to Herr von Bcthmann-HoUweg, Field-Marshal von Hiudenburg, Admiral von Capelle (Head of the Navy), General von Stein (Minister for War), and Dr. Hclfferich (German Imperial Treasurer). -Aus.-iN.Z. Cable A'ssn. (Rec. July a, 9.15 p.m.) Berne, July 8. Germany's political crisis is primarily attributed to the alarm caused in Berlin by the Russian offensive. There has been suppressed excitement in the lobbies of the Reichstag for several days. This came t6 a head on Saturday. The secret session, began at nine o'clock in the morning. Herr Erzherger (Centre Party), declared that the military situation was causing general uneasiness all over the country. All classes were demanding that t'he Government should tell the truth about the military and submarine prospects. General von Stein ami Admiral vnn Capelle replied optimistically, the latter declaring that the submarine war would paralyse Britain. Herr Scheidemann (Socialist) demanded from the Government a clear declaration whether it would accept a peace without annexation. Horr AVestarp (Pan-Ger,man) demanded an equally clear insistence upon, annexations. Herr von Bethmann-Hollweg replied, and the Committee then adjourned till Monday. The political parties later privately, discussed tho situation till lato at night. Some resumed their deliberations on Sunday. !
