It ie design>sl to conserve the foodstuffs of the United States and prevent food or other supplies reaching Germany through neutrals. The proclamation Drohibits exportation, to any part of the world (including Allied countries) except by the license; of the Department of Commerce. The articles affected include coal, petrol and other oils, fuele, wheat and other grains, flour and meals, fodder and other feeds, meats and fats, steel and iron, fertilisers, arms and ammunition. ■ The law provides for a drastic penalty for any violation; this the forfeitures of vessels carrying forbidden exporto without a license.—Aus.-N.Z.
