AMERICA'S INTERDICT OF GERMANY ALL EXPORTS MUST BE LICENSED .(K«c. July 9, 11.15 p.m.) Washington, J ( uly-8 S . The Embargo Proclamation will bacomo effective on July 35. It ie design>sl to conserve the foodstuffs of the United States and prevent food or other supplies reaching Germany through neutrals. The proclamation Drohibits exportation, to any part of the world (including Allied countries) except by the license; of the Department of Commerce. The articles affected include coal, petrol and other oils, fuele, wheat and other grains, flour and meals, fodder and other feeds, meats and fats, steel and iron, fertilisers, arms and ammunition. ■ The law provides for a drastic penalty for any violation; this the forfeitures of vessels carrying forbidden exporto without a license.—Aus.-N.Z. Cable Assn. : BIG SHIPPING OFFER FROM JAPAN (Eec. July 10, 1 a.m.) !' Vancouver, July 9. • It is stated in administrative circles in- Washington that Japan is prepared .to furnish the United States with half a million tons of shipping for her transports. The plan is opposed in some quartos in Japan, there being a fear that this will mean the abandonment of Japanese shipping in the Pacific—Heuter.
