FOR PURPOSE OF HELPING THE ALLIES Washington, May 18. Official advices state that the Chinese Government has telegraphed to the Chinese Governors, urging the advisability o£ a declaration of war, not to join in actual warfare, but to give facilities fop the supply of material. Otherwise China would lost the confidence of the Entente.— Cable Assn.
