MEASURE AGAIN DELAYED '
Washington, May 13. Tho House adopted an amendment to the Army Bill- empowering a Roosevelt division for Europe. This will necessitate a further conference with the Senate. The amendment empowers President Wilson to raise 8000 volunteers. Tile conference of both Houses on the Army Bill will meet on Monday. The Senate killed the measure empowering the President to establish a censorship of newspapers.

London, May 13. The sporting and several other newspapers strongly urge tho Government to reconsider its decision to stop racing. They point out the amount of oats consumed by Dorses in training is. very, small, and that it would be fluito possible to stop waste of petrol by those motoring to racecourses. Special race trains can also be prohibited, but it would he absurd to stop the few meetings which provide the necessary test for horse breeding.
