TURKEY VAINLY OFFERS SEPARATE PEACE.

It is reported that Turkey, through a neutral, offered Russia a separate peace, on the basis of opening the Straits to Russian merchantmen, navy, and army, and the Turkish evacuation of Armenia. The Russian Provisional Government refused to negotiate. It is believed that the move was suggested hy Germany, in the hope of increasing confusion in Russian publie opinion.—Aus.-N.Z. Cable Assn.
