A BRUTAL DECREE. (Reo. May 13, 5.5 p.m.) . Paris, May 12. Commandant Gloss, who lias teen administering tlio twenty-live communes m the St. Qucntin region, issuod a decreo in 1915—which has just been discovered—compelling all workmen and children over fifteen years to workin the fields soven days per week. Idlers wero punished by six months in gaol, and fed with only bread and water every third day. Children shirking work wero flogged. The commandant reserved the right to administer twenty strokes daily to all labourers shirking the deoreo. Labourers in the commune of Vendellos have been severely punished— Aus.-N.Z.
