GERMAN SOCIALISTS' MAJORITY TERMS TO RUSSIA A VEILED FEELER FROM GERMANY (Rec. May 9, 9.50 p.m.) Petrograd, May 9. Xt a. meeting of the Executive Committee of tho Workmen's and Soldiers' Delegates, Herr Bjorberg, representing tho "Labour parlies iu Scandinavia, transmitted peaoe terms which had been proposed by the German Socialist Party majority group, namely: 1. The right of freedom for national development. 2. Compulsory arbitration in future international disputes. - 3. institution by Germany of occupied territories. •I. Plebiscite iu Russian Poland on tho question of independence, or German or Russian annexation. 6. Restoration of tho independence of Belgium, Serbia, and Rumr.nia. 6. Restoration to Bulgaria, of tho Bulgarian districts in Macedonia. 7. Grant to Serbia of a free port on the Adriatic. 8. Amicable rectification of the Lorraine frontier. The minority group of the Gorman Socialists propose more liberal terras. Tho Executive of the Russian AVorkmen's and Soldiers' Delegatos has promised Herr Bjorberg an early discussion of the proposals.—Renter.
