CRAFTY SUGGESTIONS TO RUSSIA ______ ' GERMANY AGREES 'London, April 16. ■Italian and butch telegrams state that Austria is making active efforts' for peace 'with Russia. Count Czernin (Minister for-'Foreign Affairs) has submitted definite proposals : to the Provisional Government, and he lalso appealed "to the' Pope to institute peace; proposals. The Austrian Government's 'authorised statement, which practically amounts'to a. peace .offer to Russia, says:—"The Dual 'Monarchy learns front the' Russian Government's manifesto of'''April 10 that Russia, like Anstro-lluugary, -desires an honourable, peace without- desiring domination over other-peoples. It may therefore be stated that Austro-Hungary and Russia similarly are striving•" for a peace which will guarantee the existence, honour, and the possibility of the. development of the' belligerent States. •' The Monarchy is convinced, that its claims : do not conflict with .those of, Russia. -The latter has stated that she is only fighting, in defence of the freedom of her people. 'Russia is.no longer compelled to fight with that object, and therefore it should not be difficult tb establish an understanding between the-Central Powers and Russia,' especially as the Austrian Emperor is in agreement with his allied monarch's -desires to live in future peace and friendship with the Russian people." • ' Renter's correspondent adds: "This pronouncement in "favour of a peace with Russia causes :no surprise.
