A.-Armstrong, who was the speaker to deal with the question of allowances, writes:—"There was nothing in any way misleading in tho statement made that balloted men had to appeal for' exemption on the ground of undue hardship before they could get .any of {lie benefits under the special fin'ancial assistance regulations. That has been and is now exactly the position, and, until yesterday, no announcement had Keen made that this unfortunate provision was going to bo altered. Reservists generally and those' moving in the formation of'tho Second Division League particularly, would be very glad tohear that an alteration was about to be msdeY and this was a' clear indication that an organised examination by the reservist* qt their position would result in the authorities meeting them generously; in the matter of removing tho; anomalies that now exist." '
