The State. Department announces ,that it has instructed Mr. Brand Whitlock and all diplomatic and consular, agents, to withdraw from Belgium and reside at Havre, and also the American relief workers. JThe Government appreciates', the seriousness of this step, which was taken after the fullest consideration, and following on Germany's sinking of a relief ship, which was a flagrant violation of the promises made to America. The Department adds: /"Although a verbal promise was mado that .the Relief .Commission could leave when it desired, Germany's observation of : other undertakings is not such as to justify America :leaving her citizens in. the occupied tcrritonv'—Aus.-N.Z.
