Most important of tho considerations involved arc those of financo, and these must of course bo reserved for decision by the heads of tho shipping companies concerned 1 . After the experts and the -union, delegates have discussed the claims in detail the issues ought to be clearly defined, and the parties will be in a position to negotiate with a good understanding of what they are discussing.
