(Mcc. March 5, 5.20 p.m.) London, March 4, 'I'll© "Daily Chronicle's" correspondent at Pctrograd states that contrary to expectations, tho session of Duma has not yielded any sensation. Appeals by tho District Conimandailt, tho President of the Duma, and M. Miliukoff resulted in complete order at the oponing of tho sitting. This is a distinct gain, because tho reactionaries aim at securing a dissolution, whereas it is most important that tho Duma should bo able to raiso its voico at the necessary 'moment. Prince Galitzine Oho Primo Minister) has not declared his policy. M. Prolopopoff (the Ministtf of the Interior) did not appear during tho debate. Tho political situation shows that tho relations between the Government and country have not changed.. Tho internal crisis drags on, and no concessions have been made to public opinion. Nothing has occurred to modify last session's indictment of the Government. _M. Miliukoff reaffirmed tho need for victory, and approved tho Allies' war aims, as outlined in the recent Note in reply to President Wilson's Peace Note. Ho added: "If wo do nol conquer with the Government, wo will conquer in spite of tho Government, but we will ho victorious." M. Crosnky, the Labour leader, referring to Constantinople, urged tho.
