Sir John Jcllicoo, First Sea Lord of the Admiralty, acknowledging the Freedom of tho Fishmongers' Company, said the submarine menace was now far greater than at any period of the war, requiring tho utmost energy to overcome. Senor Alvarez, Leader of the Reform Party, advocates that, as a reprisal for the German submarining of Spanish vessels, tho Spanish Government should place an embargo on German vessels which have sought refuge in Spanish ports, and cut off the grants enjoyed by thousands of strangers that Spain is generously sheltering.—Aus.N.Z.
