The Chambers of Commerce of France, Great Britain, Italy, and also Russia have already considered suitable measures for protecting their home markets after the war, while co-operating in a general defence against unfair competition by Germany. It would bo dangerous to. await, the end of hostilities before creating an organisation at least as complex as that of co-operation during the war, which has needed so many months to bring about. What the Allies have to create is a number of measures of defence which, while inspired by liberal ideas of which they are the champions, ahall secure for peace stability and tranquillity against German enterprises. The measures to be taken must be practical, and legislative measures must be taken to free Allied countries from German economic domination.
