November 28, 10.20 p.m.) London, November 28. - l Colonel Repington (the "Times" military correspondent) says that the German mass levy is due to severe losses, and a desire to regain the supremacy in men and munitions by the spring. • "Our Government must be fully empowered to answer this new German menace. Tho conscription of labour at present is not needed, but - tho presence in the field of over two hundred German divisions will make greater expansion by tho Allies necessary, _ otherwise statements of a compromised peace will be risked. Toe country and the Army is tired of Ministers who allow from three to four million fighters to remain in sheltered occupation while the Army is fighting for our existence." The Press Bureau states:—"Hostile airships crossed the north-eastern coastlast night. Bombs are reported to. have been dropped on several places in the northern counties. Speaking at the subsequent lunoheon in the Guildhall, he uttered a strong warning against allowing the peace party,, now an insignificant minority, to become any stronger New Zealand was going to be the centre of an important island confederation in the Pacific, and was now' taking vigorous steps to elim- • inate the enemy's trade.
