The "Daily Telegraph," in a weighty leading article, advocates th© arming of merchantmen. "Every ship should have at least one gun —preferably two—forward. In addition, a. gun at the stern, and bombs for piratical boarders would also be worthy of consideration. It is known that steps are being .taken lo strengthen tho Admiralty. Young and active brains must be brought to bear on this new phase of naval warfare."
