The "Morning Post's" Petrograd correspondent says that Russia's political crisis is merely the result of a universal desire to settle accounts with Germany in the most thorough possible manner. It explains the formation of an overwhelming majority of the Duma into" a solid bloc, for the first time in the history of the Duma. The real significance of the Army and Navy Ministers'recent speeches in the Duma is that-they are tne most independent of all the Ministers, and can only address the Duma, by the Tsar's express permission. Their statements, emphasising the value of the Duma's co-operation, have been hailed as being tantamount to an official declaration that the Duma will not be dissolved, as M.
