THE POLITICAL CRISIS IN RUSSIA
DUMA'S RIGHTS ASSERTED Auslr.'i Han-New Zealand Cable Association. (Rec. November 27, 9.15 p.m.) London, November 26. The "Morning Post's" Petrograd correspondent says that Russia's political crisis is merely the result of a universal desire to settle accounts with Germany in the most thorough possible manner. Many causes had combined to spread the conviction in the publio mind that the actions of certain Ministers were not in harmony with the nation's war wishes. It explains the formation of an overwhelming majority of the Duma into" a solid bloc, for the first time in the history of the Duma. The spokesmen for the bloc havo now | plainly demanded Ministers with whom they can work. The real significance of the Army and Navy Ministers'recent speeches in the Duma is that-they are tne most independent of all the Ministers, and can only address the Duma, by the Tsar's express permission. Their statements, emphasising the value of the Duma's co-operation, have been hailed as being tantamount to an official declaration that the Duma will not be dissolved, as M. Sturmer, the j ex-Premier, had proposed. CARRANZA'S WAR WITH VILLA /Renter's TcWrajrO (Rec. November 2S, 0.10 a.m.) El Paso, November 27. After repeated attacks, Villa's troops are reported to havo entered Chihuahua, where desperate street fighting with Carranza's forces took place. The present situation is uncortain, as the military,-wires are cut. j
