FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are for high west to south-ircsterly -winds. Weather clondy and unsettled, with rain following generally. The barometer has a falling tendency at present in the north, but will probably rise everywhere soon. A. westerly storm area has enveloped the Dominion in its influences. Bain has fallen on all the -western districts, but the weather has been warm and dry on the East Coast.
