Firstly, Sweden prevents submarine navigation in her territorial waters ex- i ccpfc for • German submarines, which i employ a commercial pretext; Secondly, Sweden reserves a_ route through her mine-field in. the Kogimd Pass for Swedish vessels exclusively, which is contrary to the Franco-Swed-ish commercial treaty; Thirdly, Sweden thus closes-against non-Swedish vessels tho only routo from tho Sound to-the Baltic which is out of reach of Gerihan. war vesaols, but keeps open the Kalmss Strait, which is accessible to Swedish and German vessels only; it is even stated that Germans are escorted as a protection against Russian warships. < "Swedon thus completes Germany's barrier in tho Baltic between the Rua- , sians and the Anglo-French. It strongly disputes the charges of partiality, and - states that Sweden cannot discuss the subject. It declares that the allegations aTe based on an imperfect. knowledge of tho facts, and isolated instances, and adds: "She is .the sole Judge as to how she shall legitimately preserve hor rights and discharge her duties." Copenhageni September 17. The Norwegian newspaper "Morgenbladet" states that owing'to the Allies' Note to Sweden, and ; England's strengthened blockade against Norway, Scandinavia must expect severe ■ months, but will meet them in joint fellowship. "Scandinavia is now the only hole in tho ring surrounding the Central Powers. Britain's policy is to - close this hole, because it is believc-d to bo the only, way to -shorten tho war."
