Count von Heventlow, on behalf of the extreme aiinexionists, has issued a manifesto warning Germany, that Britain, is her most dangerous enemy, because sho is holding the Allies together. The manifesto appeals for tho most ruthless use of every means of warfare against Britain. The manifesto is signed .by Professors Scafferj Dietrich,' Haeschel, and other distinguished Germans. WHAT GERMANY MAY EXPECT A PLAIN STATEMENT (Rec. August 27, 5.5 p.m.) New York, August 26._ Tho New York "Times," in a plainspoken leader, tells Germany what to expect/if she accedes to Admiral von Tirpitz's clamour for the resumption of submarining. It says: "The President on April 14 warned Germany that _ a continuance of Telontless and indiscriminate warfare against commerce ships would; result. in: N the breaking of diplomatic relations, and the warning still stands. If the Kaiser and tho Chancellor yield to the Tirpitzitea, Germany must understand that it will mean that Mr. Lansing hands Count BernEtorff his passports and recalls Mr. Gerard. America has warned Germany for the last time."
