Sir, —The following is an extract from tho "National P,eviow," London, <f May, 1916, from an article bv an Australian correspondent (page '4o'8):— ''In July las: the Fanners- and healers Association of New South Wales pledged itself to advocate theinitiative and referendum, and''in December the Sydney 'Daily Telegraph' declared 'Parliament has ceased to govern, and that 'the present system is undermining democracy,' and "declared openly lor the same machinery, 'one of the most democratic of all instruments of government.' " It added: "There is a widening and thoroughly justified distrust of Parliaments in Australia. Tho referendum, with the initiative, will restore to the people the right to govern themselves."—l am. etc. OBSERVER.
Sir,—l sec by this morning's paper that last evening the City Council passed a resolution adopting the bylaw prohibiting the playing of golf on Sundays on the municipal links at Berhampore To those who wish lo use the links on Sundays and are not fully acquainted with the law, I wish to explain that the hy-law does not come, into operation until it lias teen confirmed Tit another meeting of the couucil, held at least 28 days subsequent to yesterday's meeting, and they, therefore, will not be breaking the law in the slightest degree by playing.—] am, elc, W.-WHITEHEAD. Sir,—l understand that small investors who have money in the P.O. Savings Bank are holding off until the end of the month, so that they can obtain this month's interest. ' . . I do not consider this a fair deal to those who applied for their certificates on or before August 2J. the advertised date of the closing of the loan, and now the time has been extended until November or December. What about the small investor who lias drawn his money from the bank, without thinking about the interest for the present month, who only thought of helping the country by buying at once, not a month hence? I think Sir J. AYard should look into this, and give the people who drew out their monev from the Post Office Savings Bank before the 21st the interest for August, or 'else refuse to pay interest for this month to the few greedy ones who are all for gain anc not for the State.— I am. etc..
