A HARVEST FOR FOIIFIGK SHIPPINO, A paragraph in this column a few weeks ago drow attention to the targe preponderance of foreign vessels engaged in tho coalcarrying trade from the British Isles. .An exchange which arrived by a accent mail furnishes in connection with this matter the following rather startling facts. It states:—'"Au examination of the olllcial roturn reveals the fact that out of 2030 coxgoes ol coal which clearcd from liritilsh ports to oversea destinations in February last, 1551 were carried in' foreign and only ffi) in British bottoms. . The percentage of

foreign, chiefly neutral, vessels works out to 76.4 per cent, of the whole, which, compares with 73.8,6 per cent, for January, and showa an increaso on the month of 2.54 per cent. The 'ilgures are startling enough, and press home the fact, that it is tho neutral shipowners who are reaping the chief advantage from the present boom in coal freights. It is hard on the Allies, whose coal is costing them so much; « is harder still on tho British shipowners, who are blamed for making huge profttß that are, as a matter of fact, not going into ■ their pockets. There are persistent reports to the effect that the Government is elaborating a scheme for limiting rates of freight on coal cargoes to the Allies, end it i&, indeed, knowu that such a scheme, is in preparation, but tho means by whioh it Is to be worked have not yet been declared.
