The Italian- newspaper "La Tribuna," " commenting on the j heavy rises in freights, says that the British shipowners are unjustifiably keeping them up. The British' Government should requisition sufficient ships ,to carry necessaries to Italy, besides ensuring complete eoonomio resistance, which equals in military importance the common action of the Allies. '
