Tho Cabinet crisis on the recruiting question is over. Ministers havo agreed to certain proposals, which are to be submitted to Parliament at a secret session on Tuesday. On the Western front the French ha.ve achieved a coup which has gained for them certaiu, ground, and imposed serious losses upon the enemy's personnel and* arms. \The Germans have delivered what appears to have been a fairly extensive attack upon the British front, penetrating the line, and, at certain points, retaining a foothold. The Russians in Asia Minor are now said to be masters of the situation. The enemy, demoralised, his organisation destroyed, is said to have only two avenues of possible escape. The latest -Russian .success is the storming of an important mountain position west of Erzerum.' As the campaign develops, the evidence of the British operations in. Mesopotamia and our campaign in Gallipoli as material factors in preparing a situation favourable for the lightning strokes which have featured the Grand. Duke's operations become increasingly apparent, and are readily and gladly admitted by Russian critics. The United States Government has addressed to the German Government a Note -which President Wilson himself admits is a virtual ultimatum. The tension between the two nations is now acute, but whether the progress of events will end in a, simple'diplomatic rupture, and stop at that, or proceed thereafter to open hostilities, remains te be seen. There is stated to be a good .deal of opposition in political circles to a train being laid in the direction of tho powder magazine.
The late cablegram contains the astonishing news that the Russian troops have disembarked • at Marseilles, and will join the'Alliee on the French front. The raison d'etre of this new move is a matter for speculation—none-is given. ■ •
