A large gathering of the whole staff or the I J ublic Works, Department met the retiring chief of- tho Department ii i' Blow) in the tea-room of I arhament Buildings at 3 o'clock yesterday'afternoon, to formally take leave of him, and to present hhn with some token of their goodwill. The Minister of Public Works (the Hon. W. Eraser) presided.

Mr. Eraser proposed the toast of Mr. Blow's health. He spoke of Mr. Blow's record of diligent and. efficient service in the Department over tho very long period, of forty-three years, and wished him. many years of health and happiness to . enjoy tho rest which he had so well earned. On' behalf of the staff, Mr. Eraser presented to Mr. Blow a handsome illuminated address, and a purse of sovereigns. The toast was received with enthusiasm. s

Mr. R. W. Holmes, Engineer-in-Chief, and Mr. W. S. Short, Assistant UnderSecretary, also spoke for the staff of Mr. Blow's long and'faithful service, and of his kindly consideration for his subordinates. Mr. Blow, thanking the gathering for the honour done hini, said that it was a wrench which he felt keenly to leave the Department, in which he had served go long, and. for which he had been Under-Secretary for a quarter of a century. , ...

It- was announced by the Minister that Mr. W. S. Short would succoed Mr. Blow as- Under-Secretary,, and on his proposal the company toasted their new chief.
