MR. HUGHES HONOURED THE MEANING OF EMPIRE By Telegraph—Prase Association—Copyright ' London, April 18. Mr. W. M. Hughes was presented at the Guildhall with the Freedom of the City. 11l responding, he dwelt entirely on the Empire 'question. He referred to the_ urgency of creating conditions under which the population of B.ritain and the Dominions sndiild rapidly increase and develop eriormdus resources. He said: "The war has plunged civilisation into ail inferno, has saturated the earth with the blood of our sons, and has brought sbrrow iuto / their homes; but it has (voided the scattered liatiolis of the .Empire into a united people.' 1 . When he spoke t)f the Empire,' he said, he did not mean territorial expansion, or Of the increase' of' wealth, but the far wider opportunities for developing free government, and economic and social conditions worthy of a great people, ahd compatible with tho integrity of an Empire, which shall ensure to thV peaceful nations of tho earth absolute security from disturbers of tlie World's peace. Tlikt was what tho Empire 'aiid its maintenance meant. Ho concluded by speakiiig of the necessity for defending the Empire, as its .responsibility for the World's peace, for civilisation, aiid for the ftitilre of democracy depended Upon our ability to do so.
