The "Daily Mail's" Rotterdam correspondent says the Gorman Fleet is preparing to move into action. The theory is that if Germany loses the war she will lose her fleet, ther<-foro its destruction must first cost the enemy an enormous sacrifice. The Naval Stuff believe they can deal Britain a severe, if not a deadly, blow, and hope with their super-submarines to strike effectively. . . The German loss of submarines 111 the last, few months is greater than they care to confess, and their main difficulty is the lack of efficient crows.
