An official ukase convoking the Duma for February 22 has greatly relieved the situation by clearing the highly-charged political atmosphere. The ukase does not restrict the period of the session or the programme of business. Commentators generally voice the opinion that the patriotic spirit of the Duma and the nation deserves, greater confidence from tho authorities. The absence of such confidence inevitably hinders injuriously tho solution of war problems. M. Kharitonolf, a member of the Council of the Empire and tho champion of the Duma, in the Cabinet, has resigned. His nominee, M. l'okrovsky, has been appointed in his stead.
