Heart-rending details have been ro- j ceived here of Germany's _ terroristic rules in the conquered provinces of Pn- ' land. Consequent on a wholesale sei- ! zure of foodstuffs by the German military, thousands of women and children, are dying of hunger. The food allowance daily, consists of a cup of sim- j pie broth and a piece of bread. Whole districts are ravaged by typhoid. The German Governor-General has issued the following ordinance: —"A number of women have applied for i grants on behalf of babies alleged to ; be the offspring of German soldiery. As i it would be impossible to know • the truth of such asserEions, I, in tho interest of others, an 3 wtth their consent, order those children to be sent '• to Germany, where they will be brough't up. One hundred and fifty marks will be paid to mothers of mala children and one hundred to mothers of ' female children. Women_ who insist on keeping their children will not receive any subsidies." j
