SUMMARY AND FORECAST AT 4 P.M. YESTERDAY. Present indications are for strong southerly winds, backing shortly to easterly. Dull and misty conditions are likely to prevail, witli rain following generally. Barometer fall everywhere soon. Gloomy weather has ruled to-day, and showers have fallen in the .West Coast and southernmost districts.
