The "Times" correspondent at Petrograd states that the Germans on the Riga front are definitely assuming the defensivo. They have established strongly-fortified positions, protected by foiir lines of wire entanglements. A continual stream of reinforcements is flowing in._ ' The whole of the Russian front is quiet in view of Balkan developments. "Experts," says the correspondent, "regard the southern part of our line as the most important, owing to the enemy's concentration." GERMAN PANIC ON THE BALTIC New York, December 1. The "Evening Post's" Stockholm correspondent says"Britain's block, ado in the Baltic is thoroughly effective. From iron and timber exporting ports German- steamers are afraid to come out. _ Nineteen German steamers have already been torpedoed or driven ashore, while others are missing.' The arrival of British submarines encouraged the Russian submarines to develop greater audacity and activity. r German crews are panic-stricken, and even armed trawlers, shooting at sight, have sunk at least one Swedish submarine in mistake for a British."
