' RESIGN • A new interest is created in the Balkan- situation this morning by the report that the Russians have suddenly invaded Bukowina, this i demonstration necessitating, it is reported, the withdrawal of German troops from Serbia and Bulgaria to meet the new offensive. At the same time there is a great concentration- of Russian troopß on the Danube, while an effective offensive by the Russians has de- v veloped in the Caucasus, where the Turks have been incontinently routed out of two fortified positions. There is little news of the'actual operations in Serbia, but if we are to believe a communique from Sofia, the Serbian Army has ceased to exist, except as captives of war. : The uncertainty regarding Greece and Rumania still continues, and at the latest reports Greece has rejected the Allies' demands on two important and vital points. There is a little news from Gallipoli, but it is of no special moment. Intense artillery ac--1 tivity is reported from the Western theatre, where the Allies'- guns have been doing considerable damage. . ' i_- '■
