NEW REGULATIONS TO PREVENT AN EXODUS Some promptitude has been shbwn by the Government in taking stops, to pi event ail exodus of young men from New Zealand to escape military sendee. A number of men of military age sailed in the Moana for San Francisco last week, and it is the opinion of the authorities that there were shirkers anions* them. Regulations under the War Regulations Act have been made and gazetted, requiring all men over the age of 18 years to obtain a permit before leaving New Zealand.. Following is the text of the regulations:— *
No male person over tho age of eighteen years shall leave New Zealand lor any place beyond the soas save in pursuance of a written permit issued to him by the Minister or Under-Secre-tary of Internal Affairs and still in
tores. Every such permit shall cease to he W force on the expiration of one calendar month after the date thereof. Every such permit may be at any time revoked by the said Minister or Under-Secretary by notice in. writing to the person to whom it was issued A_permit under these regulations shall bo. rigfht in all cases in ■which the said Minister or Under-Secre-tary is satisfied (a) That tho applicant is neither a ■ British subject nor an alien enemy; or (b) That the applicant (not being an alien enemy) arrived in New Zealand less than three calendar months before the date of his application, and is resident elsewhere than in New "Zealand. _ No such permit shall be required in the case of any person—
(&) Who leaves New Zealand in the King's service; or (b) Who leaves Noiv Zealand as a bona ■ fide member of the crew of any ship; or (c) Who arrives in and leaves New Zealand in the course of the same uoyago of any ship. ,No person shall bo deemed to be a bona lido member of the crew of a ship within the meaning of this regulation, unless he lias been engaged at the full current rate of pay and in the ordiuary course of the shipowner's or charterer's business. The owner, charterer, and master of every iship shall take all reasonable' care not to carry out of New Zealand any person whose departure from New Zealand would be a breach of these regulations.
I'jvory person found on board any ship which is about to leave any port' in ISew Zealand shall, on being questioned by any officer of Police or Customs or by the 'master or any offioer of the - ship, 6tate whether he has received' a permit under the War Regulations to leave New Zealand, nnd produce for inspection by such officer or master any permit so received by him. I No person who has received a permit under these regulations shall go or rc on board any ship which is about to leavo a port in New Zealand 7 without having 6uch permit in'his possession. No person shall by any false statement or representation,' obtrin or attempt to obtain a permit under these regulations either for' himself or for. any other person. Nothing in. the foregoing regulations shall affect the operation of Clause 8 of the War Regulations of July 19, 1915, relative to alven enemies. , No person .shall jwilfully;' break any contract made with the Crown'- in respect or for the'purposes of the present war.
• No-person shall incite aiiy other person— ,i : (a) To break any contract made with the Crown in respect, or for the purposes of the present war; of (b) To discontinue his sprvice under the Crown in any capacity whatever in respect or for the purposes of the present-war; or (c) To refuse or fail to' offer or render any such service: under the Crowii.
