MR. BRAND WHITLOCK
TO RETURN TO BELGIUM. By TdaffraDh-Presfl Asaoclatlon-OoDjrrlfflil , Now York, November 11, Mr. Lansing -(Secretary of State) has announced that Mr. Brand Whitlock (American Minister at Brussels) will return to Belgium when his health has been recruited. [Mr. Brand Whitlock', it was said, was returning to America, ostensibly on tho ground of ill-health. The publication of his report in tho Nurse Cavoll caso caused him much embarrassment. Ho asserted that ho did not accuse the Germans anywhord of breaking, faith with him; as his diplomatic status did) not give him any authority sare to plead for mercy.
