'Mr. Robert Lansing (United States Secretary of Stato) has announced that the American naval experts have found after the closest investigation that the liner Hesperian beyond all doubt was sunk by a torpedo. Germany is to be immediately informed of this faot, with a request for an explanation, in view of her repeated assertions that the Hesperian was not torpedoed. [The Germans asserted that the Hesperian bad struck a wandering mine, and that none of her submarines was in the vfdinitji of the liner .when she ,was sunk.]
