LORD KITCHENER FAVOURS THE MILITIA : BALLOT ■ — J J ißsiTeleßrapt—P«js A6sooia,tdon—OosyrigM •: '■mil t> o • . ~ -, ' , t-ontfon, 'September "30.: The Press Bureau states: Mr. Arthur Henderson lias announced that having heard Lord Kitchener's and Mr; Asquith's- statements-of the military position on Tuesday to the Joint labour Conference with tie Parliamentary Labour Party, he to-day _ declared the belief that-recruits for the Army and Navy and the war factories can be obtained by voluntary methods. • ■ The conference has pledged itself to assist the Government, and decided to organise a special labour recruiting campaign throughout the United Knur, dom. ' " The conference suggested that recruiting would be more successful if thd Government would announce the results achieved, the. future needs, and also to insist on employers not preventing workers enlisting.

October l ; 8.10 p.m.) " London, September 30. r lho 'Manchester Guardian" states that Lord Kitchener, in addressing th§ Labour Conference on the 28th, said lio preferred the voluntary system, but tho present- rate of recruiting was inadequate. There was no question' o£ raising an army of a required size; that had boen done already. The problem was to-fill the gaps./ His own plan, which had not yet been submitted to Cabinet, was the militia ballot, by which overy district would furnish it-3 quota, voluntarily if possible, otherwise by ballot. After hearing Mr. Asquith, the conference decided- to organise V purely Labour campaign of recruiting. ! N : •
