THE ARABIC INCIDENT By Telegraph—Press Association—Conyrleht London, September 20. •A Berlin wireless message states that the Hesperian and Orduna incidents are regarded as settledj and that-everything now depends on the Arabic incident, in which the whole question, of submarining is involved. The German ' Ambassador (Count Bernstorff) announces tliat he has arrived at a complete understanding with the United States Secretary of State (Mr. Lansing). •
WAS THE HESPERIAN TORPEDOED ? &ERMAN SHUFFLING EXPOSED. London, September 20. Replying to a semi-official statement from Berlm that it was a practical impossibility that' a submarine sank the Hesperian, as no submarine was in that locality, the Press" Bureau states that undoubted proof exists that a German submarine sank ships on September 4 and 5 north and south of the spot where the Hesperian was attacked. The explosion was of the torpedo type, as was conclusively proved by a fair-sized fragment of the torpedo, now in the 'Admiralty's' possession, which was picked up on the Hesperian before she sank. - - ' '' ENEMY'S LOST PIRATE SUBMARINES. "With a view to encouraging young marriage's, the Prussian Government is relaxing the regulations relating to girls under sixteen. _ These will not need to obtain permission from the Minister for Justice—only a magistrate's certificate. There have been many such marriages, which are considered to be of the greatest importance, in order to restore, tho wastage of population by the war.
