ANGLO-FRENCH REQUEST FOR BILLION DOLLAR LOAN FINANCIERS STARTLED GERMAN INTRIGUE BUSY Bs Telegraph—Press Association—Copyright London, September 14. A Reuter's message from New York states that it is reported that the Anglo-French mission proposes to borrow _ a billion dollars (£200,000,000) oil straight Anglo-French bonds without collateral security. This has alarmed some financiers. Others point out that tho entiro credit of the Anglo-French should be sufficient guarantee. The amount of the loan has not beeii approached in the history of American finance. THE DILEMMA OF WALL STREET EITHER A LOAN OR PAYMENTS IN GOLD. ■ New York, September 14. The Anglo-French Financial Commission has startled Wall Street by suggesting that it should advance a loan of £200,000,000 solely on the British and French Governments' notes. 'The American financiers fully expected that the Allies would offer collateral In the form of American securities now held in Europe. The Commissioners, however, told tho Americans that they refused to consider such a proposal. If the United States : failed to assist the Allies, they would send, gold for everything they purchased. It is probable that the Americans will agree to the Commissioners' terms, _as they do not want further' gold, fearing wild speculation. GERMAN-AMERICAN BANKS COMING IN. (Rec. September 15, 10.20 p.m.) London, September 15. The "Daily Chronicle's" New York correspondent states that a largo and influential section of the German-Ameri-can banks are participating in the Allies' lean. GERMAN BOYCOTT CAMPAIGN SCURRILOUS TACTICS New York, September 14. Already German banking agents and sympathisers have started a formidable agitation against an American loan being granted to the Allies. Scurrilous attacks have been sent to New York bankers attacking the- personal character of the financial envoys. A boycott is being organised 'in initny States against --any banks which subscribe to tho loan. Mr. James J. Hill, "the railroad king," points out that the loan is more important to America than to the Allies, its America, cannot otherwise market her crop. A WELTER OF MILLIONS FRENCH WAR CREDITS. (Rec. September 15, 10 p.m.) Paris, September 14. M. Ribot (French Minister for Finance) is asking the Chamber for a vote, on-account of the last quarter of 1915. Tho vote fixes the credits for the quarter at £224,000,000. _ Tho total expenditure since the beginning of the war'till the end of December will bo £1,120,000,000.
