Hie "Times" correspondent at Paris states that a secret Socialist meeting is being held at Berne, with a view to continuing the international movement, among tho Socialists of Europe. The French Socialists have refused to participate, but two militant French syndicalists are attending. There is no doubt tliat German subterranean agencies are working on neutral Socialist opinion, with the object of creating another lever for their peace propaganda.
