GERMAN WAR LOANS

August 15, 3.35 p.m.) London, .August. 14. • A' neutral / lately from Germany describes the way the war loans aro raised through an organisation which is really a glorified pawn shop under State -control. It receives all kinds of property —anything that can ho converted into money, and against; this security issues banknotes which are legal tender. Interest on deposits ranges from 5J to 6 per cent., according to the class of security. The man in the street , is. quite easy in his mind about this plan, but it ib obviously unsound, as notes issued against, property are liable to destruction and subject to great fluctuations in valuo. Should there be a panio run on the banks tho result would be disastrous.
